The latest external community satisfaction survey shows Corangamite rates above most other large rural shires for overall performance and five points higher than the state average.
Mayor Chris O’Connor said roads scored significantly lower than the large rural council group.
"It's problematic and it's something we are very keen to improve, whether it is lobbying other levels of government for funding, committing more of our annual budget or trying new materials and techniques to improve our roads," he said.
"Council also believes there is still a misconception in the community regarding state-funded arterial roads such as Foxhow Road and the Timboon-Colac Road. We believe that these roads require a major funding commitment from the state government to complete rehabilitation works.”
"While these state roads are in such poor condition it is hard to see the community saying roads in the shire are good."
