A concerned woman called police after watching the driver leave the Bannockburn business with a friend just before 3pm on Monday.
Victoria Police media officer Natalie Webster said the woman returned a breath-test reading of 0.229.
The 43-year-old, from nearby Inverleigh, lost her licence on the spot and will be charged on summons with traffic offences.
