Detective Sergeant Steve Brown, of the Portland police crime investigation unit, said officers were called to a car fire at Collivers Road, Mount Richmond, about 9am Monday.
A white Ford Laser hatchback valued at about $2000 was completely destroyed in suspicious circumstances.
Detective Sergeant Brown said investigations revealed the car was stolen from an address in Portland earlier the same morning.
He said three people were arrested nearby, interviewed and charged with arson and other offences.
Two of them, a 16-year-old girl who was celebrating her birthday and a 16-year-old boy, will appear in a children's court on date to be fixed.
A Hamilton man, 22, was charged and bailed to appear in the Portland Magistrates Court on April 21.
