Police were called to Chapel Street, near the corner of High Street, Prahran, about 2.40pm on Monday, after reports a costumed man had parked his car in the middle of the road, a Victoria Police spokeswoman said.
The spokeswoman said traffic was congested in the area with cars and trams unable to get around the vehicle.

Footage has emerged which shows the man using a pole to repeatedly attack his four-wheel-drive, which appears to have been painted green.
"He wasn't actually speaking or anything else, he was just listening to music, in the middle of the road," witness Phil Pinkstone told Channel 9 news.
The truck was later towed away.
