The officer entered the supermarket on Cranbourne-Frankston Road, Carrum Downs, about 12.30pm on Sunday and saw a man wheeling the haul of assorted cuts out of the store, a police spokeswoman said.
"The officer asked the man whether or not he had paid for the items to which he replied that he hadn't," the spokeswoman said.
The officer called local police, who attended the scene and arrested the 25-year-old Langwarrin man.
He was charged with theft and bailed to appear in Frankston Magistrates Court on June 4.
