A spokeswoman confirmed that shoppers and workers had been forced to leave the Preston centre on Wednesday afternoon.
She would not elaborate about what had occurred.
A shopper told 3AW that police were "everywhere" and that she was ushered out near Myer.

A police spokesman said they received a call just after 2.30pm and conducted a safety check.
He said the centre was evacuated as a precaution.
It was reported most exits had been closed and that two helicopters circled the centre during the safety scare.
Police said the centre was declared safe around 3.45pm.
