Detective Sergeant Steve Brown, of the Portland police crime investigation unit, said police needed help to confirm the identity of the vehicle and the driver.
He said at 7.50pm there was an incident involving a firearm in Bentinck Street outside the Portland library and near Mac's Hotel.
No one was injured.
"One consistent report we have is that a dark coloured vehicle left the vicinity at high speed travelling north along Bentinck Street," Detective Sergeant Brown said.
"We are still seeking witnesses who could either describe the vehicle or provide a registration plate number. Forensic investigations on vehicles will be conducted today."
Detective Sergeant Brown said a 19-year-old Portland man was late yesterday arrested, interviewed and released pending further investigations.
He said police could not effectively carry out their investigations without public assistance.
Anyone with information is requested to contact Portland police station or Crime Stoppers on 1800 333 000.
