The festival, which is proposed for April 3-5, aims to present an eclectic range of music from bands, electronic music artists and DJs.
It will also involve arts and lifestyle events including art installations, artists’ demonstrations and workshops.
The festival has been proposed by Inner Varnika whose Facebook page said it wanted to create an “intimate and inclusive festival centred around considered dance music”.
A festival spokesman said Inner Varnika events were growing in popularity but organisers wanted to limit tickets for the Easter event to about 1000.
Organisers hope to use a Darlington Road farm at Bookaar as the permanent site for an annual festival.
Inner Varnika staged its first festival last year at the Ruffy Recreation Reserve near Seymour.
Media reports said there were complaints about noise until 5am from that festival but police had no other concerns.
The festival also staged an event in an arts space in Melbourne this year.
The spokesman said the festival was keen to develop a good relationship with the local community.
“It’s an opportunity to have (community) stalls and bring some more tourism,” the spokesman said.
Corangamite Shire Council has advertised the application for the festival to give people with concerns the opportunity to put their objections to the council.
