The Standard was contacted by numerous Warrnambool residents with queries about the lack of TV service on Wednesday morning.
The signal was expected to return in the afternoon without the need to retune individual TV sets.
According to PR Electronics in Warrnambool, the government's Digital Restacking Team undertook a post-retune testing works at the Tower Hill Transmitter Site.
"No prior warning was given," the Warrnambool business posted on Facebook.
"If you have lost your some or all of your TV channels today, it is because they are turning the channels on/off today.
"They have an outage until 3.30pm so all channels should be back on."
Earlier this year, TV signals at Tower Hill were moved to different frequencies to free up broadcasting spectrum for new mobile broadband services.
