Newly-appointed chief executive Dean Luciani has arrived in time to oversee the final fittings at the new headquarters on Koroit Street.
Mr Luciani steps into a region with an 18 per cent youth unemployment figure and concerns about a poor year 12 attainment rate.
“I’ve come from an organisation called Workco, which is based in Horsham — a very similar industry, a very similar discipline,” he said.
“It’s a statewide organisation but a little bigger than this one but similar in terms of culture and vision.”
The new $4 million offices are expected to open next month.
Construction started at the former ambulance station site in February.
Mr Luciani said he would focus Westvic’s efforts on giving workers the ability to switch careers.
“I think moving forward one of the major things we need to do is a shift to having pathways,” Mr Luciani said.
“What we’re seeing these days is a lot of people making a transition, there’ll be people that have their origins in trades and moving on to other things.
“Not necessarily using their career as one vocation but using it as a platform to another. It’s all training and experience.”
Westvic also has offices in Hamilton, Portland and Colac.
Mr Luciani replaces Miles Coverdale who retired earlier this year.
