The incident happened on Saturday night at the Seanchai Irish Pub and also the Whalers Hotel.
Police were called at 11.40pm and it took two officers and security staff to arrest the unco-operative man.
He resisted efforts to place him in the Warrnambool police cells and grabbed one officer and dragged him to ground.
It is understood police twice used capsicum foam to try to control the man.
He is expected to be charged on summons with the new offence of assaulting emergency service workers.
