Embattled state MP Cesar Melhem doled out more than $100,000 from a controversial slush fund to a string of community and sporting groups linked to Labor factional dogfights and branch-stacking, and in one case to a community association secretly run by a senior Labor MP.

Confidential records seen by Fairfax Media, and documents lodged with the Royal Commission into Trade Union Corruption and Governance, reveal new detail of spending from Industry 2020, a slush fund run by Mr Melhem in his former role as Victorian secretary of the Australian Workers Union.

On Tuesday Fairfax Media, revealed what appeared to be personal spending by Mr Melhem from his fund, including on expensive restaurants and hotels, cigars, alcohol and electronic goods.

Among the fund's political beneficiaries was lower house whip and  western suburban MP Marlene Kairouz, a signatory to accounts for the little-known Labor Community Alliance Association.

Mr Melhem gave the association $20,000 in May 2013 as he wound up Industry 2020 and prepared to take his safe seat in the Victorian upper house.

Notably, Ms Kairouz is not named as an office-holder for the association in public documents lodged with Consumer Affairs Victoria. However, bank records obtained by the royal commission show she is one of two signatories to the association's accounts.

The other signatory to the Kairouz fund is pre-selected Labor upper house candidate Kirsten Psaila. Ms Psaila will run for the second western metropolitan upper house seat alongside Mr Melhem.

The fund's primary stated purpose is: "To encourage and provide support for persons for involvement in the political life of Victoria."

Mr Kairouz, who belongs to a right-wing Labor grouping linked to the conservative shop assistants union, did not return repeated calls about her association.

She won preselection for the  western suburban seat of Kororoit after a bitter internal ALP stoush in 2008 with former Brimbank mayor Natalie Suleyman.

But Ms Suleyman, who has since been preselected for the seat of St Albans in the upcoming state election, also appears to have won support from Mr Melhem's fund.

In May 2013 Mr Melhem gave $40,000 to an AWU-controlled fund, the Victoria Office Policy and Social Club.

Confidential minutes seen by Fairfax Media show that Mr Melhem's donation was conditional on $9000 being given to the Cairnlea Football (soccer) Club, which is closely associated with Ms Suleyman and her father, Hakki, a factional heavyweight who works in the electoral office of federal Labor frontbencher Stephen Conroy.

Neither Mr Suleyman nor soccer club president Yagiz Adal responded to requests for comment about the donation.

The Cairnlea club was at the centre of a bitter internal Labor row that led to a high-profile inquiry by Ombudsman Victoria and the sacking of the Brimbank council in 2009.

Mr Melhem, who is in Bali, has refused to respond to questions this week from Fairfax Media about Industry 2020.

But questioned last month by the royal commission about a separate Industry 2020 payment of $5000 to Cairnlea soccer club in 2012, Mr Melhem said he believed the payment was for an ALP fundraiser held at the club.

Industry 2020 generated more than $500,000 from employers and unions at fundraisers between 2008 and 2012.  The commission has heard how Mr Melhem spent as much as $100,000 on elections with the disgraced Health Services Union including tens of thousands of dollars to factional chieftain David Asmar, husband of current HSU Victorian secretary Diana Asmar.

On Wednesday Mr Asmar rejected evidence provided to the royal commission about payments to himself and his wife's HSU election campaigns in 2009 and 2012. "I emphatically reject the assertions of Mr Cesar Melhem regarding myself as per his statements to that Royal Commission."

Current Labor leader Bill Shorten was a star drawcard at two of the three Industry 2020 fundraisers held between 2008 and 2012.

Opposition leader Dan Andrews has refused to give unconditional support to Mr Melhem, instead stressing that he would await the royal commission's findings.

In April Fairfax Media revealed another Kairouz-linked slush fund, "AB Hinc", which received funds from former Health Services Union leader Kathy Jackson in 2010.
