Camperdown police Senior Constable Shannon Kavenagh said the dog's owners left their Lismore home at 8.30am on Thursday and returned home at 11.15am to find the arrow embedded in their dog.
"They came home and the arrow was still hanging out of the Jack Russell," she said.
"The dog was left at home and was at home when the owners returned but it is known to wander. It was taken to Camperdown vets and was able to be saved."
Senior Constable Kavenagh said the arrow entered the left side of the dog's neck and exited the right side of the chest.
She said it was a target arrow with a metal tip.
"The vets performed surgery. The dog was badly injured and the owners almost immediately reported the incident to police," Senior Constable Kavenagh said.
"This could well be a case of aggravated cruelty to an animal and we would appreciate any public assistance. It was a pretty horrific injury.
