Dean Handreck, 45, of the Dutton Way Caravan Park, was arrested by Portland police detectives about noon yesterday.
He was interviewed, charged and then appeared before a bail justice who remanded him to reappear in the Portland Magistrates Court today when it is expected there will be a bail or remand hearing.
He has been charged with stalking, unlawful assault and possessing and using methamphetamine.
The bail justice was told that late Saturday night Mr Handreck injected himself with methamphetamine before going to a neighbour's home at 11.45pm.
Mr Handreck tapped on the woman window but received no response.
Police alleged Mr Handreck then put his bare buttocks against a window.
The victim woke to a rhythmic movement against the window.
The woman looked out window, allegedly recognised Mr Handreck, they had a short conversation and Mr Handreck left in his car.
A list of prior convictions was also handed to the bail justice before he remanded Mr Handreck in custody.
Mr Handreck was to appear in the Warrnambool Magistrates Court yesterday in a separate case.
That case has been adjourned to another hearing in Warrnambool on October 13.
