Goggin, who plays off a handicap of plus one, saved his best for last in Saturday’s 27-hole championships at Terang Golf Club.
Goggin carded a two-over 74 for the 18 holes in the morning, before clinching victory with an even-par 36 on the front nine the second time around.
He finished two shots clear of Port Fairy’s Shane Gurnett, who had set the early pace with a one-over 73 for the opening 18 holes.
CDGA secretary John Snowden said more than 60 players contested the annual championships, which will be the last of their kind, with Corangamite merging with neighbouring South Western district next year.
Goggin, whose home club is Hamilton, won’t be part of the CDGA top-level team that contests Golf Victoria’s Country Week from Monday.
He will instead represent South Western in division three.
Another Hamilton-based player, Cooper Gill, won the under 18 section by seven shots, while Colac’s Greg Welsh added another over 50s title to his collection, taking the prize on a countback from Port Fairy’s Rex Grady.
Terang’s Ashley Quick won the champion of champions section, one shot ahead of Timboon club champ Alistair Gillin.
