The National Parks Act Annual Report said last summer's bushfire season was above average, with 246 bushfires affecting 327,000 hectares.

Major causes of fires were lightning strikes (38 per cent), campfires 15 per cent and deliberate lighting 11 per cent.

The Snowy River National Park was hardest hit with 95,756 hectares burnt, 84 per cent of the park. Wyperfield National Park near the South Australian border was next biggest in hectares with 48,953 burnt.

While bushfire numbers were above average, planned burns in the last financial year were well below target across Victoria.

The state government missed its planned burns target by almost 180,000 hectares.

The 82,022 hectares burnt was less than a third of the target.

The poor result was blamed on a "protracted fire season, combined with a wetter than usual autumn," the Department of Environment and Primary Industries annual report says.

A spokeswoman for the department said of those planned burns that did occur, areas closest to towns were targeted to reduce bushfire risk.

"In the past four years, DEPI has done over 700,000 hectares of planned burns to reduce bushfire fuel, which has gone a long way to reducing bushfire risk in Victoria," she said.

An early spring  "has  given us a head start on carrying out planned burns ahead of summer".

"Victoria is well prepared for the next fire season and we will continue to make the most of every opportunity to reduce bushfire risk to Victorian communities and the environment," she said.
