The Emergency Services Telecommunications Authority (ESTA) annual report, tabled in parliament on Thursday, also warned that continued delays to important technology to make it easier for dispatchers to locate mobile phone calls were "a public safety concern".

Ambulance Code 1 events are the highest priority calls, but ESTA only dispatched 77 per cent of these calls — or just over three in four — within the metropolitan benchmark of 150 seconds. It requires at least 90 per cent of calls to be dispatched within two and half minutes to be considered up to standard.

ESTA is working with Ambulance Victoria "to address system-wide issues that impede our ability to meet this standard".

Triple-0 had met standards for MFB callouts in 11 of 12 months, but for CFA calls, it met the standard for priority 3 calls in just one month.

The situation was similarly dire in the State Emergency Service, with ESTA failing to meet priority 1 dispatch calls standards in any month.

The annual reports also renewed calls for authorities to improve mobile origin location information, especially with the increase use of mobiles to make triple-0 calls.

When an emergency call is made from a landline, dispatchers automatically know where the caller is, making it easier to resource the emergency.

"The use of mobile telephones to call triple-0 is increasingly rapidly and this continues to highlight the inadequacy of technologies available in Australia for quickly locating callers facing emergencies," the report says.

"The majority of triple-0 calls in Victoria now come from mobile telephones and these calls take significantly longer to process, and longer to dispatch emergency assistance. This is in large part because much needed and available location technology has not been prioritised by Australia's mobile carriers."

ESTA says Telstra has lead the program to introduce better technology but the initial planned implementation date in 2012 has been blown out to at least November this year.

Sources told Fairfax Media they do not think this date is realistic either.

ESTA is also critical of the proposed technology as being "inadequate and less effective" than overseas systems.

"The lack of automatic mobile location information is an increasingly serious challenge and public safety concern," the report said.

The service has been hit by failures over the last two years to some of its software, and planned improvements to the system have been delayed until 2014-15.

The report also showed that ESTA recorded a loss of $8.8 million; in 2012-2013 losses were $5.3 million.

Shadow emergency services minister Wade Noonan said under the Liberal Party, Victorians' loved ones were waiting longer for an ambulance longer than ever before.

"The ambulance crisis is hurting Victorians, hurting hospitals – now it's hurting our triple-0 service," Mr Noonan said.

Ambulance Employees Association secretary Steve McGhie said the results were not good enough and showed the need for more staff to meet demand. He said delays in dispatch meant delays for patients.

"It's pretty risky, risky for the patient, risky for the public and this will put lives at risk," he said.

Police and Emergency Services minister Kim Wells said ESTA had met the vast majority of performance standards for call taking of emergency events.

"ESTA and Ambulance Victoria continue to work together together to address issues that limit ESTA's ability to meet the 90 per cent standard, and has achieved improvements in its dispatch performance since February 2014," Mr Wells said.

"The Inspector-General for Emergency Management is currently monitoring the progress of this project and its effectiveness over this financial year."
