The $20,000 pathway study will assess the possible routes for a multi-use pathway which would extend from the western outskirts of Portland to the popular seaside attraction about 20 kilometres away.
Premier Denis Napthine said the state government would chip in $15,000 towards the study with the remaining $5000 raised by the Portland Pathways Group.
Mr Napthine said the road from Portland to Cape Bridgewater was always busy, particularly during summer.
The study is expected to be finalised by May 2015.
