The 118-hectare precinct is home to a range of sports and recreational activities, including the city’s harness racing and mountain bike clubs, but lacks a consistent policy covering its use and environmental considerations.
Council’s community development director Vicki Mason said the site was largely the responsibility of the Department of Environment and Primary Industries.
“The site at present has a mish-mash of land managers and different users and until now, we haven’t had the entire picture,” Ms Mason said.
