The South West Coast candidate said the decision by the Coalition government and Labor to vote down the bill showed they were beholden to lobby groups acting for the gambling industry.
He said dollar bet limits worked and were “an evidence-based solution” to problem gambling.
“It reduces the losses of those who can’t control their addiction, while allowing recreational gamblers to continue to enjoy a punt, virtually unaffected,” Mr Campbell said.
