Officers in Heywood noticed the 22-year-old driving a car with no registration plates about 1.20pm on Lindsay Street and attempted to pull the vehicle over for a check.
The driver then took off, reaching up to 140 km/h on Heywood's back roads before sliding into a ditch 10 minutes later on Williamson Road.
The speed limit on the roads ranged from 60 to 100 km/h.
After being arrested and interviewed at the Heywood police station, he was bailed to appear in Portland Magistrates' Court on September 16.
