The incident closed the road two kilometres east of Coleraine from about 8.55pm to 1am Friday morning.
Police believe wet conditions caused the B double truck to jackknife across the road, with the trailer hitting the truck's fuel tank and causing the spill.
The road was completely blocked, with several trucks banked up on either side as police, VicRoads and CFA worked to clear the site.
A speed limit of 40km/h was enforced in the hours after the road was cleared.
