Sergeant Wayne Dennehy, of Colac police, said the man was arrested and, after appearing in Geelong Magistrates Court, was released on bail with strict conditions.
He will appear in Colac Magistrates Court next month charged with making threats to kill.
Sergeant Dennehy said the Colac district man had attended the counselling section of the hospital last Thursday.
It is alleged the man made threats to a counsellor who took the threats seriously and activated an alarm which led to the lockdown of part of the hospital.
Police were called about 4pm but by the time the police arrived, the man had driven off.
Officers later found the man at his home about 5.30pm where he was placed under arrest.
Sergeant Dennehy said no one was injured during the incident and the man had been charged with making threats to kill the counsellor.
