Acting Sergeant Andrew McOrist of Terang police said the accident happened about 9.15am when the truck apparently aquaplaned on a smooth and slippery section of the road.
Acting Sergeant McOrist said the accident was about the third in recent times on that section of the Camperdown-Lismore Road.
He said the Ballarat driver, who was in his late sixties, appeared to have been concussed in the rollover.
He said the truck, which was travelling north, slid to the left hand side of the road, turned about 180 degrees before rolling over and landing back on it wheels off the road.
The accident occurred about 500 metres north of the Camperdown-Lismore Roads' intersection with the Geelong Road on a straight section of the road after a bend.
Acting Sergeant McOrist said water had pooled across the road and the road conditions appeared to have contributed to the accident.
Speed signs advising motorists to travel at 60 kilometres an hour have recently been placed in the area.
