The Bureau of Meteorology issued the alert on Tuesday morning for the region, as well as the Wimmera, north central, central and west and south Gippsland.
It comes during a strengthening northerly flow ahead of an approaching cold front which will cross the state overnight Tuesday and on Wednesday morning.
Patchy rain is also forecast in western parts of the state.
The State Emergency Service is advising residents to move vehicles under cover, secure loose items around the house and yards and keep clear of fallen power lines.
