It will include two nights with Japanese families to get a taste of authentic culture.
The proposed tour next March would revive the 1990s practice of regular trips by groups from the two cities.
Warrnambool International Relations Advisory Committee member David McKenzie has kickstarted the concept again with a proposed itinerary including world-heritage sites in Kyota, Hiroshima, Mount Fuji and Tokyo as well as Miura.
Further details will be explained at a public information session in the city council reception room on July 29 starting at 5.45pm.
Plans are for Mr McKenzie and his wife Fumiko to lead a tour group of 22 people leaving Melbourne on March 27.
