An IBAC spokeswoman said it had received a letter from Mr Andrews about his concerns.
“IBAC assesses all complaints and notifications on their merits to determine whether it should investigate, refer or dismiss a matter,” the spokeswoman said.
“For legal and operational reasons it would be inappropriate to comment further at this stage,” she said.
Dr Napthine has denied any conflict of interest over the grant from the government’s $1 billion Regional Growth Fund to the Midfield Group.
Mr Andrews has called for an IBAC probe into Dr Napthine’s relationship with Colin McKenna, the head of the Midfield group.
He has expressed concern that Dr Napthine was a part-owner of racehorse Spin the Bottle with Mr McKenna.
