Between 15 and 20 people are understood to have been involved in an argument about money allegedly owed.
Initially two Warrnambool police officers attended at Crawley Street, they tried to calm the situation and were soon after joined by two more officers.
It is understood there was a lot of yelling and screaming but no one was willing to make a complaint to police and at this stage it appears unlikely that any charges will be laid.
People in the street were warned to move on and eventually did as instructed.
It took about 20 minute for police officers to clear the area.
