Builders Bryan and Petersen will construct the home on land donated by the St Joseph's Warrnambool Catholic Parish.
Dozens of tradesmen will donate their labour with a range of local businesses also contributing materials for free.
Premier Denis Napthine told the assembled crowd that the initiative was a tribute to Warrnambool's community spirit.
