Clinton and Ann Krause were walking their two unleashed cavalier King Charles spaniels along the beach on Sunday evening when one of the dogs approached two pit bulls. Mr Krause said the owners struggled to control their two dogs that quickly became aggressive.
Although both dogs were leashed one managed to clench the small spaniel in its jaws.
“It ended up killing it almost instantly,” he said.
As Mr Krause recovered his pet’s body, the other couple, who were also shocked, left the scene but did not return.
“There was a lot of confusion and a lot of screaming and chaos,” he said.
“While I was trying to deal with the death of my dog they departed the scene. I expected them to follow it up with some sort of response or acknowledgement.
“The dogs are obviously dangerous and the people who are looking after it don’t have the skills to control it.”
Constable Sheridan Moloney, of Warrnambool police, said the event took place near the base of the whale viewing platform.
“The two dogs were medium to large pit bull terriers or bull mastiffs. They were on leads but the other man did not see any collars or tags,” Constable Moloney said.
“The man and woman owners of the pit bulls were both in their early 20s.
“The man was slight of build, 172cm tall, with a dark complexion and dark wavy hair and he was wearing shorts and a T-shirt.
“The woman was 165cm tall, with blonde hair in a pony tail. She had a rounded figure and was wearing shorts and a T-shirt.”
Constable Moloney requested anyone with information about the dog attack to contact the Warrnambool police station or Crime Stoppers on 1800 333 000.
