Detective Sergeant Steve Brown, of the Portland police Crime Investigation Unit, said the youth was arrested in Percy Street, interviewed, charged and bailed to appear in court.
Police allege the youth stole from four cars and broke into another two overnight last Saturday in south Portland.
The youth was bailed with a number of stringent bail conditions.
Portland police also arrested a 39-year-old man yesterday accused of being involved in a series of incidents in the north of the state.
The man was arrested, interviewed and released pending summons to appear in court.
Police were investigating allegations the man stole a car in Robinvale, evaded a breathalyser and was involved in a high-speed police pursuit in the Hopetoun area.
Portland police arrested and interviewed the man on behalf of Robinvale police and on warrants issued after he failed to appear in courts.
