Police allege the men, aged 28 and 53, attempted to rob the Caltex Road Pantry service station on Raglan Parade in November 2010.
Both were arrested yesterday morning.
At the time of the hold up one man allegedly produced a knife and demanded money from a female attendant.
Detective Senior Constable Richard Hughes of the Warrnambool criminal investigation unit said the arrests were made as part of Operation Sterson.
The two men were charged and bailed to appear at Warrnambool Magistrates Court on December 11.
